Atty. Glynda E. Bathan-Baterina is a distinguished lawyer and environmental advocate with over two decades of experience in policy and program development on clean air, sustainable transport, industrial emissions control, and climate change mitigation. She is a Founding Partner at Bathan-Lasco Baterina Abayon Law (BLBA), where she provides expert legal counsel on both environmental and corporate law, including regulatory compliance, sustainable business practices, and environmental governance. Her practice bridges the gap between legal strategy and sustainable development, supporting clients across the public and private sectors

She has played a pivotal role in shaping environmental policy in the Philippines and the region. She helped draft the Implementing Rules and Regulations of the Philippine Clean Air Act, spearheaded the Asia Clean Fuels and Vehicles Program, and has actively engaged with the Philippine Congress on legislation to strengthen clean air and transport standards, including the exemption of electric vehicles from excise tax. Her influence extends globally as a member of the World Economic Forum Global Future Council for Clean Air and the Council for Decarbonising Transport in Asia, among other advisory roles. In recognition of her impact, she was named one of the Remarkable Women in Transport by the Transformative Urban Mobility Initiative.

A committed thought leader, she has led the flagship Better Air Quality (BAQ) Conferences, Asia’s largest air quality forum, bringing together hundreds of policymakers, experts, and industry leaders worldwide. She has also authored policy briefs and provided expert guidance on electric mobility, coal-fired power plant emissions standards, and sustainable transport strategies in Southeast Asia.

Atty. Bathan-Baterina holds a Master’s degree in Environmental Management from the joint program of Ateneo de Manila University and the University of San Francisco, a Bachelor of Laws (Juris Doctor) from the University of the Philippines, and a Bachelor of Science in Commerce, Major in Accounting, Summa Cum Laude, from the University of San Carlos.
